Le taux de conversion LPP<a href=\"#footnote_1\" id=\"footnote-anchor_1\" class=\"inline-footnote__anchor\">[1]<\/a> minimum \u00e9tait alors de 7,2% \u00e0 l\u2019\u00e2ge de 65\u00a0ans, ce qui signifie que les nouveaux retrait\u00e9s recevaient une rente annuelle correspondant \u00e0 7,2% du capital obligatoirement \u00e9pargn\u00e9. Du fait de ce taux de conversion, les caisses de pension devaient obtenir chaque ann\u00e9e un rendement de 4,7% sur ce capital pour que, compte tenu de l\u2019esp\u00e9rance de vie \u00e0 l\u2019\u00e9poque, le capital \u00e9pargn\u00e9 suffise jusqu\u2019au terme de la vie des assur\u00e9s. Les assur\u00e9s actifs recevaient en outre au moins 4% par an sur leur capital (taux d\u2019int\u00e9r\u00eat minimum LPP). Les caisses de pension pouvaient financer ces deux prestations d\u2019int\u00e9r\u00eat \u00e9conomiques sans difficult\u00e9 et m\u00eame g\u00e9n\u00e9rer des exc\u00e9dents gr\u00e2ce \u00e0 des placements en valeurs nominales \u00e0 taux fixe et \u00e0 faible risque (voir\u00a0illustration\u00a01).<\/p>\n<p>Depuis le maximum de 7% atteint en juin 1992 par les taux d\u2019int\u00e9r\u00eat au comptant des obligations de la Conf\u00e9d\u00e9ration \u00e0 10\u00a0ans, les taux du march\u00e9 ont chut\u00e9 pour devenir n\u00e9gatifs en 2015 et atteindre un plancher historique de -1% en caisses de pension n\u2019ont plus \u00e9t\u00e9 en mesure de maintenir les prestations fournies par le pass\u00e9 aux actifs et aux nouveaux retrait\u00e9s. Elles ont d\u00fb s\u2019adapter au nouveau contexte \u00e9conomique. Elles ont remani\u00e9 leurs strat\u00e9gies de placement en fonction de leur aptitude et de leur propension au risque, ont r\u00e9duit les taux d\u2019int\u00e9r\u00eat technique qu\u2019elles appliquent pour \u00e9valuer leurs engagements de pr\u00e9voyance et ont abaiss\u00e9 leurs prestations et les taux de conversion r\u00e9glementaires en fonction du nouveau potentiel de rendement, plus faible.<\/p>\n<p>Si la plupart des caisses de pension appliquaient encore il y a 20\u00a0ans un taux de conversion r\u00e9glementaire \u00e9quivalent au taux de conversion LPP, la m\u00e9diane des taux de conversion atteignait 5,4% en 2021, ce qui correspond \u00e0 une garantie d\u2019int\u00e9r\u00eat d\u2019environ 2,6% (voir illustration\u00a02)<a href=\"#footnote_2\" id=\"footnote-anchor_2\" class=\"inline-footnote__anchor\">[2]<\/a>.<\/p>\n<p>Les taux du march\u00e9 sont donc d\u2019une importance fondamentale pour le financement des prestations d\u2019un syst\u00e8me de pr\u00e9voyance par capitalisation tel que la pr\u00e9voyance professionnelle. En effet, lorsque les taux du march\u00e9 montent, les titres \u00e0 revenus fixes \u00e0 taux d\u2019int\u00e9r\u00eats plus bas perdent de la valeur. Le fait que les placements en actions ont aussi g\u00e9n\u00e9r\u00e9 des rendements n\u00e9gatifs en 2022 a encore aggrav\u00e9 ce ph\u00e9nom\u00e8ne. Selon de premi\u00e8res estimations, le rendement moyen des placements a \u00e9t\u00e9 de -11% en 2022. Dans le cas d\u2019un taux de couverture moyen de 118,5% \u00e0 la fin de 2021 et d\u2019un rendement th\u00e9orique moyen attendu de 2%, le taux de couverture moyen estim\u00e9 devrait baisser \u00e0 environ 103% \u00e0 la fin de l\u2019ann\u00e9e 2022 si le taux d\u2019\u00e9valuation reste inchang\u00e9. Par rendement th\u00e9orique, on entend le rendement annuel des placements n\u00e9cessaire pour qu\u2019une caisse de pension puisse remplir toutes ses obligations tout en maintenant son taux de couverture constant. Plus les promesses d\u2019int\u00e9r\u00eats des caisses de pension sont \u00e9lev\u00e9es, plus ce rendement th\u00e9orique est important.<\/p>\n<p>En raison de l\u2019\u00e9volution du march\u00e9 en 2022, nombre de caisses de pension ont pr\u00e9sent\u00e9 un taux de couverture inf\u00e9rieur \u00e0 100% et se sont retrouv\u00e9es en sous-couverture. Cependant, cela ne signifie pas automatiquement que des mesures d\u2019assainissement radicales telles que des contributions d\u2019assainissement ou un taux d\u2019int\u00e9r\u00eat nul sur les avoirs vieillesse soient n\u00e9cessaires. Mais le conseil de fondation doit \u00e9tudier la situation et prendre des mesures \u00e0 m\u00eame de combler la sous-couverture dans un d\u00e9lai de cinq \u00e0 sept ans.<\/p>\n<p>Aussi douloureux qu\u2019ait pu \u00eatre pour les caisses de pension l\u2019impact imm\u00e9diat du revirement des taux sur l\u2019\u00e9valuation et sur leur taux de couverture en 2022, celui-ci a pourtant entra\u00een\u00e9 une nette progression du potentiel de rendement sur le capital de pr\u00e9voyance, notamment parce que les titres \u00e0 taux fixes peuvent de nouveau g\u00e9n\u00e9rer un rendement positif. S\u2019agissant d\u2019\u00e9valuer le financement courant d\u2019une caisse de pension, la diff\u00e9rence entre le rendement th\u00e9orique mentionn\u00e9 et le potentiel de rendement sur le capital de pr\u00e9voyance est d\u00e9terminante.<\/p>\n<p>Au cours des ann\u00e9es pass\u00e9es, l\u2019environnement de taux bas qui a longtemps pr\u00e9valu a conduit les caisses de pension \u00e0 devoir r\u00e9duire leurs param\u00e8tres d\u2019\u00e9valuation et de prestations pour atteindre un rendement th\u00e9orique raisonnablement finan\u00e7able dans un tel contexte. Le revirement des taux a eu pour effet qu\u2019\u00e0 la fin de l\u2019ann\u00e9e 2022, le potentiel de rendement des placements de capital \u00e9tait nettement sup\u00e9rieur au rendement th\u00e9orique (r\u00e9duit). Cette situation signifie que, actuellement, les caisses de pension pr\u00e9sentent certes des taux de couverture bas, mais qu\u2019elles devraient probablement obtenir un rendement suffisant des placements pour fournir leurs prestations tout en reconstituant leur taux de couverture, ce qui est fondamentalement positif. La perspective d\u2019un meilleur rendement associ\u00e9e \u00e0 un rendement th\u00e9orique inf\u00e9rieur accro\u00eet la marge de man\u0153uvre dont disposent les caisses de pension, alors qu\u2019elles se trouvaient souvent dos au mur dans l\u2019environnement de taux bas.<\/p>\n<h2 class=\"text__graphic-title\">Inflation et adaptation au rench\u00e9rissement<\/h2>\n<p>Compte tenu de la faible inflation, l\u2019adaptation au rench\u00e9rissement des rentes de vieillesse en cours n\u2019a gu\u00e8re \u00e9t\u00e9 \u00e9voqu\u00e9e ces derni\u00e8res ann\u00e9es. Contrairement aux rentes de risque LPP (survivants et invalidit\u00e9), les rentes de risque vieillesse et surobligatoires ne sont pas soumises \u00e0 une obligation l\u00e9gale d\u2019adaptation automatique au rench\u00e9rissement. Pour ces types de rentes, il incombe au conseil de fondation d\u2019examiner chaque ann\u00e9e si les conditions financi\u00e8res d\u2019une adaptation au rench\u00e9rissement sont r\u00e9unies et dans quelle mesure il faut \u00e9ventuellement adapter les rentes. Dans nombre de cas, celles-ci sont r\u00e9put\u00e9es r\u00e9unies lorsque la caisse de pension a constitu\u00e9 ses r\u00e9serves de fluctuation de valeur et dispose par cons\u00e9quent de fonds libres. Au-del\u00e0 de 2022, ce ne sera plus le cas que de rares caisses de pension. Compte tenu de l\u2019inflation, qui est de nouveau perceptible, le conseil de fondation devra cependant se pr\u00e9occuper davantage de ce th\u00e8me \u00e0 l\u2019avenir.<\/p>\n<p>Comme les b\u00e9n\u00e9ficiaires d\u2019une rente vieillesse sont partis \u00e0 la retraite avec des taux de conversion diff\u00e9rents selon leurs caisses de pension, il peut \u00eatre tout \u00e0 fait ad\u00e9quat et \u00e9quitable de faire participer plus ou moins rapidement leurs diff\u00e9rentes cohortes aux futurs revenus. En particulier, les retrait\u00e9s les plus jeunes qui ont d\u00fb s\u2019accommoder de taux de conversion plus bas devraient pouvoir y participer plus t\u00f4t que ceux qui ont encore b\u00e9n\u00e9fici\u00e9 des taux de conversion historiquement \u00e9lev\u00e9s.<\/p>\n<h2 class=\"text__graphic-title\">Rel\u00e8vement des taux d\u2019int\u00e9r\u00eat techniques et de conversion?<\/h2>\n<p>Le revirement des taux d\u2019int\u00e9r\u00eat et les mauvais r\u00e9sultats des placements en 2022 ont conduit \u00e0 l\u2019effondrement des taux de couverture des caisses de pension. Pourtant, les taux du march\u00e9 (1,6% \u00e0 la fin de l\u2019ann\u00e9e 2022) sont de nouveau nettement sup\u00e9rieurs \u00e0 ceux des dix derni\u00e8res ann\u00e9es. Dans nombre de caisses de pension, le potentiel de rendement actuel est clairement sup\u00e9rieur au rendement th\u00e9orique, ce qui entra\u00eenera probablement une augmentation des taux de couverture.<\/p>\n<p>La r\u00e9duction des taux d\u2019int\u00e9r\u00eat techniques et des taux de conversion au cours des derni\u00e8res ann\u00e9es a constitu\u00e9 un processus difficile et douloureux que les mesures de compensation n\u2019ont que partiellement att\u00e9nu\u00e9. Eu \u00e9gard \u00e0 la volatilit\u00e9 des taux du march\u00e9, les conseils de fondation seront bien inspir\u00e9s, en cas de rel\u00e8vement \u00e9ventuel des taux d\u2019int\u00e9r\u00eat techniques, de se montrer aussi circonspects que lors de la r\u00e9duction pass\u00e9e. Un rel\u00e8vement du taux d\u2019int\u00e9r\u00eat technique entra\u00eene certes une augmentation \u00e0 court terme du taux de couverture, mais aussi un accroissement de la future charge des int\u00e9r\u00eats, c\u2019est-\u00e0-dire du rendement th\u00e9orique.<\/p>\n<p>Comme les taux de conversion impliquent une garantie de taux d\u2019int\u00e9r\u00eat \u00e0 vie, la prudence et la circonspection sont encore beaucoup plus de mise au moment de les fixer. La r\u00e9forme de la LPP, en cours, montre clairement \u00e0 quel point il est difficile de r\u00e9duire la redistribution g\u00e9n\u00e9r\u00e9e par la garantie \u00e0 vie trop \u00e9lev\u00e9e des taux d\u2019int\u00e9r\u00eat dans le taux de conversion LPP<a href=\"#footnote_3\" id=\"footnote-anchor_3\" class=\"inline-footnote__anchor\">[3]<\/a>. Nombreux sont les bons exemples de caisses de pension qui ont fix\u00e9 le taux de conversion par exemple \u00e0 5% et qui, dans le cas de revenus des placements syst\u00e9matiquement sup\u00e9rieurs, pr\u00e9voient une participation aux exc\u00e9dents \u00e9quitable et transparente<a href=\"#footnote_4\" id=\"footnote-anchor_4\" class=\"inline-footnote__anchor\">[4]<\/a>.<\/p>\n<ol class=\"footnote\"><li id=\"footnote_1\" class=\"footnote--item\">Loi f\u00e9d\u00e9rale sur la pr\u00e9voyance professionnelle vieillesse, survivants et invalidit\u00e9&nbsp;<a href=\"#footnote-anchor_1\" class=\"inline-footnote__anchor hidden-print\">[<span class=\"icon-arrow-up\"><\/span>]<\/a><\/li><li id=\"footnote_2\" class=\"footnote--item\">Voir Commission de haute surveillance de la pr\u00e9voyance professionnelle, CHS\u00a0PP (2022). <a href=\"https:\/\/www.oak-bv.admin.ch\/inhalte\/Themen\/Erhebung_finanzielle_Lage\/2021\/Rapport_sur_la_situation_financiere_2021.pdf\">Rapport sur la situation financi\u00e8re des institutions de pr\u00e9voyance en 2021<\/a>. Un rendement annuel d\u2019au moins 2,6% doit \u00eatre obtenu pour que le capital disponible permette de verser une rente annuelle de 5,4%.
