Les montants \u00e0 d\u00e9bourser pour se loger figuraient quant \u00e0 eux en neuvi\u00e8me\u00a0place des principaux d\u00e9fis politiques dans le barom\u00e8tre \u00e9lectoral SSR r\u00e9alis\u00e9 \u00e0 l\u2019occasion des \u00e9lections d\u2019octobre 2023<a href=\"#footnote_1\" id=\"footnote-anchor_1\" class=\"inline-footnote__anchor\">[1]<\/a>.<\/p>\n<h2 class=\"text__graphic-title\">Logements vides: une situation variable d\u2019une r\u00e9gion \u00e0 l\u2019autre<\/h2>\n<p>On observe depuis un certain temps d\u00e9j\u00e0 que la Suisse se dirige vers une p\u00e9nurie de logements. Alors qu\u2019il y a quelques ann\u00e9es seulement, on pensait en construire trop, les craintes se sont invers\u00e9es. Le nombre de logements \u00e0 louer propos\u00e9s sur le march\u00e9 a \u00e9t\u00e9 divis\u00e9 par deux ces trois derni\u00e8res ann\u00e9es. Quant au taux de logements vides, il a marqu\u00e9 un recul in\u00e9dit au cours des derni\u00e8res d\u00e9cennies, passant 1,72% \u00e0 1,15% entre 2020 et 2023, et il devrait se situer sous la barre de 1% cette ann\u00e9e. C\u2019est le seuil \u00e0 partir duquel on parle de p\u00e9nurie de logements au niveau national.<\/p>\n<p>Dans une perspective historique, la situation n\u2019est pas dramatique puisque le taux de logements vides \u00e9tait d\u00e9j\u00e0 inf\u00e9rieur \u00e0 1% il y a environ 10\u00a0ans et que et qu\u2019il se situait m\u00eame en dessous de 0,5% \u00e0 la fin des ann\u00e9es\u00a01980. Toutefois, le march\u00e9 du logement est tr\u00e8s tendu dans certaines r\u00e9gions, d\u00e9j\u00e0 aujourd\u2019hui: dans les villes, notamment, le taux est depuis longtemps bien inf\u00e9rieur \u00e0 0,5%. La nouveaut\u00e9, c\u2019est que les taux de logements vides sont tr\u00e8s bas m\u00eame dans les r\u00e9gions touristiques de montagne, notamment aux Grisons, en Valais et dans l\u2019Oberland bernois (voir <em>illustration\u00a01<\/em>). Dans les deux cas, la d\u00e9mographie joue un r\u00f4le important: ces prochaines ann\u00e9es, les g\u00e9n\u00e9rations du <em>baby-boom<\/em> vont partir \u00e0 la retraite et la Suisse aura besoin d\u2019un certain niveau d\u2019immigration pour les remplacer. Quant \u00e0 la taille moyenne des m\u00e9nages, elle va continuer de reculer en raison du vieillissement de la population, d\u2019une individualisation croissante et de la prosp\u00e9rit\u00e9 g\u00e9n\u00e9rale. Actuellement, deux tiers des quatre millions de foyers suisses sont des m\u00e9nages d\u2019une ou de deux personnes. Du fait de ces diff\u00e9rents facteurs, plus de 50\u00a0000\u00a0nouveaux foyers voient le jour chaque ann\u00e9e.<\/p>\n<p>En parall\u00e8le, la construction de logements est \u00e0 la peine: alors que 53\u00a0000\u00a0nouveaux logements sont arriv\u00e9s sur le march\u00e9 en 2018, ils n\u2019\u00e9taient plus que 43\u00a0000 environ cinq ans plus tard. Et cette tendance devrait se poursuivre ces prochaines ann\u00e9es au vu de celle enregistr\u00e9e pour les permis de construire (voir <em>illustration\u00a02<\/em>).<\/p>\n<p>Les raisons de ce recul sont diverses. On peut notamment citer le rench\u00e9rissement des mat\u00e9riaux de construction, l\u2019augmentation des taux, ces derni\u00e8res ann\u00e9es, qui rend les placements plus int\u00e9ressants que la pierre, la p\u00e9nurie de personnel qualifi\u00e9 et, enfin, la rar\u00e9faction des terrains constructibles. \u00c0 noter que la mise en \u0153uvre de la l\u00e9gislation sur l\u2019am\u00e9nagement du territoire (en particulier la premi\u00e8re r\u00e9vision) joue aussi un r\u00f4le, de m\u00eame que, dans les communes touristiques, la mise en \u0153uvre et les modalit\u00e9s de la loi sur les r\u00e9sidences secondaires.<\/p>\n<p>Cette \u00e9volution entra\u00eene entre autres un rench\u00e9rissement des loyers, comme le montrent les indices des loyers propos\u00e9s depuis d\u00e9but\u00a02022. Mais elle peut \u00e9galement limiter le d\u00e9veloppement de l\u2019\u00e9conomie \u00e0 certains endroits et mettre en difficult\u00e9 les foyers disposant de faibles revenus.<\/p>\n<h2 Lesdites mesures s\u2019articulent autour de trois axes: faciliter un d\u00e9veloppement vers l\u2019int\u00e9rieur de qualit\u00e9 et le mettre en \u0153uvre; acc\u00e9l\u00e9rer les proc\u00e9dures; garantir suffisamment de logements \u00e0 loyer mod\u00e9r\u00e9 et adapt\u00e9s aux besoins.<\/p>\n<p>Le premier axe d\u00e9coule du constat qu\u2019il faut davantage encourager le d\u00e9veloppement de l\u2019urbanisation vers l\u2019int\u00e9rieur du milieu b\u00e2ti, comme cela est pr\u00e9vu dans la loi sur l\u2019am\u00e9nagement du territoire. Pour ce faire, les cantons, les villes et les communes doivent \u00e9valuer s\u2019il est possible de faciliter la mixit\u00e9 des lieux d\u2019habitation et des lieux de travail et de densifier davantage le b\u00e2ti dans les zones appropri\u00e9es. Il convient \u00e9galement de cr\u00e9er des incitations et, le cas \u00e9ch\u00e9ant, d\u2019\u00e9dicter des dispositions pour promouvoir la mobilisation des terrains \u00e0 b\u00e2tir afin que ces derniers soient effectivement b\u00e2tis. Enfin, les communes pourraient b\u00e9n\u00e9ficier d\u2019un soutien accru lors de l\u2019\u00e9laboration de leurs strat\u00e9gies d\u2019am\u00e9nagement du territoire.<\/p>\n<p>Le deuxi\u00e8me axe vise \u00e0 clarifier et \u00e0 acc\u00e9l\u00e9rer les proc\u00e9dures. Concr\u00e8tement, il est pr\u00e9vu de proposer une aide \u00e0 l\u2019ex\u00e9cution afin de faciliter la pes\u00e9e correcte des int\u00e9r\u00eats lors des proc\u00e9dures d\u2019autorisation. Plusieurs mesures visent par ailleurs \u00e0 r\u00e9duire le nombre d\u2019oppositions manifestement abusives et \u00e0 rendre les proc\u00e9dures de planification et d\u2019octroi de permis de construire plus efficaces, en d\u00e9veloppant un concept d\u2019autorisation en deux phases.<\/p>\n<p>Une approche quantitative ne pouvant suffire \u00e0 r\u00e9soudre la p\u00e9nurie de logements, le troisi\u00e8me axe du plan d\u2019action se concentre sur la mise \u00e0 disposition d\u2019une offre suffisante de logements \u00e0 loyer mod\u00e9r\u00e9 adapt\u00e9s aux besoins. Il s\u2019agit en premier lieu d\u2019am\u00e9liorer le cadre de l\u2019encouragement \u00e0 la construction de logements d\u2019utilit\u00e9 publique. Un rapport sur l\u2019habitat adapt\u00e9 aux personnes \u00e2g\u00e9es doit permettre d\u2019identifier ce dont a besoin notre soci\u00e9t\u00e9 vieillissante en termes d\u2019habitat. Diff\u00e9rentes mesures ciblant les r\u00e9gions touristiques ont par ailleurs pour but de g\u00e9rer les logements utilis\u00e9s de mani\u00e8re temporaire et de maintenir des r\u00e9sidences principales abordables. Enfin, il est recommand\u00e9 de fixer une part minimale de logements \u00e0 loyer mod\u00e9r\u00e9 en cas de hausse du degr\u00e9 d\u2019utilisation du sol.<\/p>\n<h2 class=\"text__graphic-title\">Un mode d\u2019emploi pour une collaboration accrue<\/h2>\n<p>L\u2019objectif de ces mesures est d\u2019augmenter l\u2019offre de logements tout en cr\u00e9ant davantage de logements de qualit\u00e9, \u00e0 loyer mod\u00e9r\u00e9 et adapt\u00e9s aux besoins. Fournir suffisamment de logements \u00e0 un prix abordable l\u00e0 o\u00f9 ils sont n\u00e9cessaires est toutefois une t\u00e2che complexe qui ne peut aboutir que si tous les acteurs assument leur mission et leurs responsabilit\u00e9s. Le plan d\u2019action sur la p\u00e9nurie de logements constitue dans ce sens un mode d\u2019emploi pour une collaboration accrue entre les diff\u00e9rents \u00e9chelons de l\u2019\u00c9tat, mais aussi entre acteurs publics et priv\u00e9s.<\/p>\n<p>Afin d\u2019\u00e9valuer les progr\u00e8s accomplis dans la r\u00e9alisation des objectifs du plan d\u2019action, l\u2019OFL a pr\u00e9vu de r\u00e9aliser une enqu\u00eate annuelle aupr\u00e8s des partenaires et de publier ses r\u00e9sultats.
