{"id":219369,"date":"2026-05-06T06:50:07","date_gmt":"2026-05-06T04:50:07","guid":{"rendered":"https:\/\/dievolkswirtschaft.ch\/?p=219369"},"modified":"2026-05-06T06:59:23","modified_gmt":"2026-05-06T04:59:23","slug":"limportance-du-marche-interieur-de-lelectricite-de-lue-pour-la-suisse","status":"publish","type":"post","link":"https:\/\/dievolkswirtschaft.ch\/fr\/2026\/05\/limportance-du-marche-interieur-de-lelectricite-de-lue-pour-la-suisse\/","title":{"rendered":"L\u2019importance du march\u00e9 int\u00e9rieur de l\u2019\u00e9lectricit\u00e9 de l\u2019UE pour la Suisse"},"content":{"rendered":"<p>De nombreuses r\u00e9gions du monde ont ouvert leur march\u00e9 de l\u2019\u00e9lectricit\u00e9, rempla\u00e7ant les prix de l\u2019\u00e9nergie fix\u00e9s par l\u2019\u00c9tat par une concurrence entre fournisseurs, encadr\u00e9e par un r\u00e9gulateur ind\u00e9pendant<a href=\"#footnote_1\" id=\"footnote-anchor_1\" class=\"inline-footnote__anchor\">[1]<\/a>. L\u2019UE a \u00e9galement emprunt\u00e9 cette voie et est m\u00eame all\u00e9e plus loin en interconnectant les march\u00e9s nationaux afin de cr\u00e9er un syst\u00e8me europ\u00e9en de n\u00e9goce de l\u2019\u00e9lectricit\u00e9 (\u00abcouplage des march\u00e9s\u00bb). Depuis 2021, producteurs et n\u00e9gociants europ\u00e9ens peuvent ainsi \u00e9changer de l\u2019\u00e9lectricit\u00e9 dans toute l\u2019Europe et en temps r\u00e9el, en se basant sur des r\u00e8gles communes. Ce dispositif est unique au monde \u00e0 ce jour.<\/p>\n<p>Dans la litt\u00e9rature \u00e9conomique, on s\u2019accorde largement \u00e0 consid\u00e9rer que le commerce transfrontalier d\u2019\u00e9lectricit\u00e9 r\u00e9duit les co\u00fbts pour les producteurs comme pour les consommatrices et consommateurs, en particulier dans le contexte de la transition vers les \u00e9nergies renouvelables<a href=\"#footnote_2\" id=\"footnote-anchor_2\" class=\"inline-footnote__anchor\">[2]<\/a>. Ces \u00e9changes peuvent ainsi permettre de compenser rapidement les p\u00e9nuries d\u2019\u00e9lectricit\u00e9 qui surviennent notamment lorsqu\u2019il y a peu de vent ou de soleil, les pays ayant par ailleurs la possibilit\u00e9 de revendre leurs exc\u00e9dents de production \u00e0 moindre co\u00fbt dans toute l\u2019Europe, sans devoir r\u00e9duire la puissance de leurs installations ni les mettre hors service<a href=\"#footnote_3\" id=\"footnote-anchor_3\" class=\"inline-footnote__anchor\">[3]<\/a>. En plus de renforcer la s\u00e9curit\u00e9 d\u2019approvisionnement, l\u2019acc\u00e8s aux r\u00e9serves d\u2019\u00e9nergie provenant de plus d\u2019une trentaine de pays facilite la transition des \u00c9tats membres de l\u2019UE vers des \u00e9nergies d\u00e9carbon\u00e9es.<\/p>\n<h2 class=\"text__graphic-title\">Une implantation du r\u00e9seau d\u2019\u00e9lectricit\u00e9 europ\u00e9en plus difficile que pr\u00e9vu<\/h2>\n<p>Malgr\u00e9 les avantages \u00e9vidents d\u2019un march\u00e9 de l\u2019\u00e9lectricit\u00e9 organis\u00e9 \u00e0 l\u2019\u00e9chelle europ\u00e9enne, sa mise en \u0153uvre s\u2019est r\u00e9v\u00e9l\u00e9e complexe, notamment parce que les fournisseurs, bien que dispos\u00e9s \u00e0 vendre leur \u00e9lectricit\u00e9 \u00e0 l\u2019\u00e9tranger, voyaient d\u2019un mauvais \u0153il la concurrence \u00e9trang\u00e8re. La lev\u00e9e des obstacles techniques au march\u00e9 s\u2019est av\u00e9r\u00e9e particuli\u00e8rement fastidieuse, surtout lorsqu\u2019il s\u2019agissait de d\u00e9terminer dans quels cas une limitation des flux transfrontaliers d\u2019\u00e9lectricit\u00e9 \u00e9tait justifi\u00e9e. En fin de compte, le couplage des march\u00e9s europ\u00e9ens ne fut possible que parce que gestionnaires de r\u00e9seau, producteurs et r\u00e9gulateurs ont pu s\u2019accorder sur des r\u00e8gles communes juridiquement contraignantes, lesquelles ont remplac\u00e9 la collaboration bilat\u00e9rale en vigueur jusqu\u2019alors, qui \u00e9tait bas\u00e9e sur le volontariat.<\/p>\n<p>\u00c9labor\u00e9 entre 2012 et 2017, le cadre r\u00e9glementaire r\u00e9gissant le couplage des march\u00e9s<a href=\"#footnote_4\" id=\"footnote-anchor_4\" class=\"inline-footnote__anchor\">[4]<\/a> a \u00e9t\u00e9 compl\u00e9t\u00e9 en 2019 par le paquet \u00ab\u00c9nergie propre\u00bb, qui pr\u00e9voit notamment des mesures d\u2019all\u00e8gement sp\u00e9cifiques pour le commerce d\u2019\u00e9lectricit\u00e9 \u00e0 court terme et une augmentation progressive des capacit\u00e9s devant \u00eatre mises \u00e0 disposition pour les \u00e9changes transfrontaliers<a href=\"#footnote_5\" id=\"footnote-anchor_5\" class=\"inline-footnote__anchor\">[5]<\/a>.<\/p>\n<h2 class=\"text__graphic-title\">Le Pacte vert pour l\u2019Europe et la mise \u00e0 l\u2019\u00e9preuve du march\u00e9 int\u00e9rieur<\/h2>\n<p>Au cours des trois ann\u00e9es suivantes, la politique \u00e9nerg\u00e9tique europ\u00e9enne a \u00e9t\u00e9 largement domin\u00e9e par le Pacte vert pour l\u2019Europe, qui a donn\u00e9 lieu \u00e0 l\u2019adoption d\u2019une multitude de <a href=\"https:\/\/commission.europa.eu\/topics\/climate-action\/delivering-european-green-deal\/fit-55-delivering-proposals_fr\">lois visant \u00e0 d\u00e9carboner l\u2019\u00e9conomie europ\u00e9enne<\/a>. Bien que l\u2019UE ait cherch\u00e9 \u00e0 concevoir des instruments de pilotage compatibles avec les r\u00e8gles de la concurrence, la poursuite de la suppression des obstacles au march\u00e9 int\u00e9rieur de l\u2019\u00e9lectricit\u00e9 est, dans un premier temps, pass\u00e9e au second plan l\u00e9gislatif.<\/p>\n<p>Face \u00e0 la grave crise de l\u2019approvisionnement et des prix de l\u2019\u00e9nergie provoqu\u00e9e par la baisse des livraisons de gaz russe, l\u2019UE a d\u00fb intervenir en 2022 sur le march\u00e9 en adoptant des mesures d\u2019urgence afin de garantir la s\u00e9curit\u00e9 d\u2019approvisionnement et d\u2019att\u00e9nuer les effets de la crise sur les consommatrices et consommateurs<a href=\"#footnote_6\" id=\"footnote-anchor_6\" class=\"inline-footnote__anchor\">[6]<\/a>. La r\u00e9forme du march\u00e9 de l\u2019\u00e9lectricit\u00e9 qui s\u2019en est suivie en 2024 a par cons\u00e9quent mis l\u2019accent sur la s\u00e9curit\u00e9 de l\u2019approvisionnement et sur des mesures visant \u00e0 promouvoir les \u00e9nergies d\u00e9carbon\u00e9es, tout en fixant des r\u00e8gles destin\u00e9es \u00e0 assouplir le march\u00e9 de l\u2019\u00e9lectricit\u00e9<a href=\"#footnote_7\" id=\"footnote-anchor_7\" class=\"inline-footnote__anchor\">[7]<\/a>.<\/p>\n<p>La hausse spectaculaire du prix de l\u2019\u00e9lectricit\u00e9 a \u00e9galement remis en question la pertinence du syst\u00e8me europ\u00e9en de n\u00e9goce d\u2019\u00e9lectricit\u00e9 fond\u00e9 sur des ench\u00e8res. Toutefois, une large majorit\u00e9 d\u2019\u00e9conomistes sp\u00e9cialis\u00e9s dans le secteur de l\u2019\u00e9nergie et de repr\u00e9sentants des autorit\u00e9s de r\u00e9gulation s\u2019est prononc\u00e9e en faveur du syst\u00e8me actuel de n\u00e9goce de l\u2019\u00e9lectricit\u00e9. En Allemagne, le Tribunal constitutionnel f\u00e9d\u00e9ral a en outre constat\u00e9 express\u00e9ment dans le cadre d\u2019une proc\u00e9dure que le syst\u00e8me en vigueur \u00abfournissait, de l\u2019avis unanime (\u2026), les tarifs d\u2019\u00e9lectricit\u00e9 les plus avantageux pour les consommateurs\u00bb. De nombreuses \u00e9tudes confirment en effet que c\u2019est pr\u00e9cis\u00e9ment le commerce transfrontalier d\u2019\u00e9lectricit\u00e9 \u00e0 court terme qui a permis d\u2019\u00e9viter une flamb\u00e9e des prix et des p\u00e9nuries d\u2019approvisionnement durant la crise<a href=\"#footnote_8\" id=\"footnote-anchor_8\" class=\"inline-footnote__anchor\">[8]<\/a>.<\/p>\n<h2 Les avantages d\u2019une telle int\u00e9gration sont bien document\u00e9s pour les deux parties<a href=\"#footnote_9\" id=\"footnote-anchor_9\" class=\"inline-footnote__anchor\">[9]<\/a>. En hiver, la Suisse d\u00e9pend des importations d\u2019\u00e9lectricit\u00e9 en provenance des pays voisins, tandis qu\u2019en \u00e9t\u00e9, elle peut vendre ses exc\u00e9dents d\u2019\u00e9lectricit\u00e9 \u00e0 des prix avantageux \u00e0 ses voisins, gr\u00e2ce \u00e0 ses centrales \u00e9lectriques flexibles. En participant au couplage des march\u00e9s, la Suisse aurait moins besoin de recourir \u00e0 des centrales de r\u00e9serve co\u00fbteuses ainsi qu&#8217;\u00e0 d&#8217;autres r\u00e9serves (r\u00e9serves hydro\u00e9lectriques ou de consommation et, \u00e0 l&#8217;avenir, r\u00e9serves de stockage), tandis que ses producteurs nationaux pourraient \u00e9largir leur client\u00e8le.<\/p>\n<p>Un accord sur l\u2019\u00e9lectricit\u00e9 entre la Suisse et l\u2019UE permettrait une participation sur un pied d\u2019\u00e9galit\u00e9 \u00e0 l\u2019ensemble des plateformes de n\u00e9goce d\u2019\u00e9lectricit\u00e9 europ\u00e9ennes et instaurerait un cadre juridiquement contraignant garantissant un approvisionnement fiable en p\u00e9riode de crise. De telles coop\u00e9rations ont d\u00e9j\u00e0 fait leurs preuves, notamment en Norv\u00e8ge, au Liechtenstein ou dans des pays de la Communaut\u00e9 de l\u2019\u00e9nergie<a href=\"#footnote_10\" id=\"footnote-anchor_10\" class=\"inline-footnote__anchor\">[10]<\/a>.<\/p>\n<p>Contrairement \u00e0 ce que d\u2019aucuns pr\u00e9tendent, l\u2019accord n\u00e9goci\u00e9 entre la Suisse et l\u2019UE ne pr\u00e9voit pas de r\u00e8gles visant \u00e0 restreindre l\u2019octroi de concessions pour les centrales hydro\u00e9lectriques ou \u00e0 baisser la redevance hydraulique. Ces centrales, comme toute entreprise du secteur de l\u2019\u00e9lectricit\u00e9, pourront en outre rester la propri\u00e9t\u00e9 de l\u2019\u00c9tat ou d\u2019un canton<a href=\"#footnote_11\" id=\"footnote-anchor_11\" class=\"inline-footnote__anchor\">[11]<\/a>. Comme dans le secteur de la t\u00e9l\u00e9phonie, l\u2019accord sur l\u2019\u00e9lectricit\u00e9 permettrait aux consommatrices et consommateurs de choisir librement leur fournisseur ou de conserver l\u2019approvisionnement de base au tarif r\u00e9glement\u00e9.<\/p>\n<p>Le commerce d\u2019\u00e9lectricit\u00e9 avec l\u2019UE demeurerait possible m\u00eame si la Suisse renon\u00e7ait \u00e0 ratifier l\u2019accord Suisse-UE. En l\u2019occurrence, c\u2019est le mod\u00e8le commercial \u00e9tabli avec les \u00c9tats tiers n\u2019ayant pas conclu d\u2019accord sur l\u2019\u00e9lectricit\u00e9 qui s\u2019appliquerait, comme cela est actuellement le cas pour le Royaume-Uni<a href=\"#footnote_12\" id=\"footnote-anchor_12\" class=\"inline-footnote__anchor\">[12]<\/a>, la Turquie ou le Maroc. Bien qu\u2019ils aient acc\u00e8s au march\u00e9 europ\u00e9en de l\u2019\u00e9lectricit\u00e9, ces pays doivent organiser leurs \u00e9changes par le biais d\u2019ench\u00e8res bilat\u00e9rales qui ont lieu en dehors des plateformes de n\u00e9goce. S\u2019ils ne sont pas soumis au cadre r\u00e9glementaire commun \u00e9tendu, ils ne participent pas non plus \u00e0 son d\u00e9veloppement. En outre, ils doivent assurer et financer eux-m\u00eames l\u2019int\u00e9gralit\u00e9 de leur s\u00e9curit\u00e9 d\u2019approvisionnement.
