Si ces derniers, tout comme les responsables politiques, se sont quelque peu d\u00e9sint\u00e9ress\u00e9s du sujet les ann\u00e9es pass\u00e9es, ce n\u2019est pas parce que la tendance climatique s\u2019est invers\u00e9e, mais parce que la crise du Covid, les conflits commerciaux et les guerres en Ukraine, en Palestine et en Iran l\u2019ont rel\u00e9gu\u00e9 au second plan.<\/p>\n<p>Temp\u00e9ratures record, niveaux historiquement bas des cours d\u2019eau en Suisse, interdictions de faire du feu, mesures d\u2019\u00e9conomie d\u2019eau ou importants incendies de for\u00eat en Europe: la protection de l\u2019environnement et le d\u00e9veloppement durable reviennent sur le devant de la sc\u00e8ne en Suisse. Dans le contexte de l\u2019Agenda 2030, cette \u00e9volution rev\u00eat une importance particuli\u00e8re car la r\u00e9alisation des objectifs de d\u00e9veloppement durable (ODD) des Nations Unies d\u2019ici 2030 d\u00e9pend de l\u2019engagement des responsables politiques, des acteurs \u00e9conomiques et des m\u00e9nages.<\/p>\n<h2 class=\"text__graphic-title\">La durabilit\u00e9 ne se r\u00e9sume pas \u00e0 la protection du climat<\/h2>\n<p>Les \u00c9tats membres de l\u2019ONU ont adopt\u00e9 les 17\u00a0objectifs de d\u00e9veloppement durable de l\u2019Agenda 2030 en 2015. Le Conseil f\u00e9d\u00e9ral les a int\u00e9gr\u00e9s dans sa Strat\u00e9gie pour le d\u00e9veloppement durable 2030 (SDD 2030), notamment ceux d\u2019entre eux qui visent la protection des eaux, du climat et des \u00e9cosyst\u00e8mes, tra\u00e7ant ainsi la voie \u00e0 suivre pour la Suisse. La SDD 2030, qui fixe trois th\u00e8mes prioritaires (consommation et production durables; climat, \u00e9nergie et biodiversit\u00e9; \u00e9galit\u00e9 des chances et coh\u00e9sion sociale) est accompagn\u00e9e de plans d\u2019action comprenant des mesures qui portent sur les diff\u00e9rents enjeux du d\u00e9veloppement durable.<\/p>\n<p>Certains objectifs sont relativement faciles \u00e0 mesurer, d\u2019autres beaucoup moins. Leur mise en \u0153uvre n\u00e9cessite de tenir compte des trois dimensions du d\u00e9veloppement durable (environnementale, \u00e9conomique et sociale) et de trouver un \u00e9quilibre entre elles. Or, l\u2019attention est port\u00e9e principalement sur les objectifs climatiques, dans le d\u00e9bat public comme au sein des entreprises. Ceux-ci jouent certes un r\u00f4le important dans la protection des \u00e9cosyst\u00e8mes terrestres, d\u2019eau douce et marins, mais le fait de se focaliser excessivement sur le climat peut avoir des effets ind\u00e9sirables.<\/p>\n<p>Souvent, les mesures de lutte contre le changement climatique contribuent assez peu \u00e0 la pr\u00e9servation de la biodiversit\u00e9. Elles peuvent m\u00eame s\u2019av\u00e9rer contre-productives, comme l\u2019ont montr\u00e9 tr\u00e8s t\u00f4t les travaux de recherche sur la bio\u00e9nergie: les subventions du biodiesel issu du colza peuvent ainsi entra\u00eener une perte massive de biodiversit\u00e9 en raison des surfaces n\u00e9cessaires \u00e0 sa production; de m\u00eame, une attention disproportionn\u00e9e est accord\u00e9e \u00e0 certains dommages environnementaux. Quand une taxe est pr\u00e9lev\u00e9e sur les \u00e9missions de gaz \u00e0 effet de serre (CO\u2082 et m\u00e9thane), mais pas sur d\u2019autres atteintes environnementales comme l\u2019imperm\u00e9abilisation des sols ou la pollution de l\u2019eau, les entreprises ne sont gu\u00e8re incit\u00e9es \u00e0 adopter une approche plus globale des enjeux du d\u00e9veloppement durable.<\/p>\n<p>Selon la SDD 2030, les d\u00e9faillances du march\u00e9 expliquent pourquoi les r\u00e9percussions environnementales ne sont pas suffisamment prises en compte dans les prix. C\u2019est pour cette raison que la strat\u00e9gie engage la Conf\u00e9d\u00e9ration \u00e0 int\u00e9grer ces co\u00fbts externes dans les prix et \u00e0 r\u00e9duire les incitations nuisibles \u00e0 l\u2019environnement. Ces corrections ne doivent pas seulement concerner les mesures de lutte contre le changement climatique, mais \u00e9galement les domaines de la pollution de l\u2019eau et de l\u2019utilisation des sols. L\u2019Office f\u00e9d\u00e9ral de la statistique (OFS) est charg\u00e9 de mesurer les progr\u00e8s accomplis<a href=\"#footnote_1\" id=\"footnote-anchor_1\" class=\"inline-footnote__anchor\">[1]<\/a>. En Suisse, le d\u00e9bat public reste toutefois principalement centr\u00e9 sur les \u00e9missions de gaz \u00e0 effet de serre.<\/p>\n<h2 class=\"text__graphic-title\">Perspective nationale ou perspective de la consommation: comment mesurer les \u00e9missions?<\/h2>\n<p>Pour que les mesures en faveur du d\u00e9veloppement durable soient efficaces, il faut \u00e9galement se demander comment les \u00e9missions sont comptabilis\u00e9es. L\u2019objectif de r\u00e9duction des \u00e9missions fix\u00e9 par l\u2019Accord de Paris repose sur le principe de la territorialit\u00e9, tandis que l\u2019Agenda 2030 s\u2019appuie sur le principe de la consommation. Le premier comptabilise uniquement les \u00e9missions g\u00e9n\u00e9r\u00e9es \u00e0 l\u2019int\u00e9rieur des fronti\u00e8res suisses, tandis que le second prend \u00e9galement en compte celles que la consommation suisse g\u00e9n\u00e8re \u00e0 l\u2019\u00e9tranger.<\/p>\n<p>Les \u00e9missions calcul\u00e9es selon le principe de la consommation sont donc nettement plus \u00e9lev\u00e9es pour la Suisse. Selon la SDD 2030, les deux tiers environ de l\u2019empreinte de gaz \u00e0 effet de serre de la Suisse sont g\u00e9n\u00e9r\u00e9s \u00e0 l\u2019\u00e9tranger, cette part \u00e9tant encore plus importante dans les domaines de la biodiversit\u00e9, de la p\u00e9nurie d\u2019eau et de l\u2019extraction de mati\u00e8res premi\u00e8res (voir <em>graphique\u00a01<\/em>). L\u2019extraction et la transformation des ressources sont ainsi responsables de plus de 55% des \u00e9missions mondiales de gaz \u00e0 effet de serre du pays, tandis que l\u2019agriculture et la sylviculture sont \u00e0 l\u2019origine de plus de 90% de la perte mondiale de biodiversit\u00e9 li\u00e9e \u00e0 l\u2019utilisation des terres et de la p\u00e9nurie d\u2019eau. Sans compter que les pays \u00e0 revenu \u00e9lev\u00e9 comme la Suisse consomment environ six fois plus de ressources par habitant que les autres et ont un impact climatique dix fois sup\u00e9rieur \u00e0 celui des pays \u00e0 faible revenu<a href=\"#footnote_2\" id=\"footnote-anchor_2\" class=\"inline-footnote__anchor\">[2]<\/a>.<\/p>\n<p>Pour une \u00e9conomie ouverte comme la Suisse, qui affiche une part \u00e9lev\u00e9e d\u2019importations, les objectifs territoriaux sont relativement faciles \u00e0 atteindre. N\u00e9anmoins, l\u2019empreinte de gaz \u00e0 effet de serre li\u00e9e \u00e0 la consommation de la Suisse constitue une part importante du probl\u00e8me, m\u00eame si le pays ne peut pas agir directement sur les \u00e9missions produites \u00e0 l\u2019\u00e9tranger.<\/p>\n<h2 class=\"text__graphic-title\">Des progr\u00e8s par habitant dans certains domaines<\/h2>\n<p>Les donn\u00e9es montrent que la Suisse a progress\u00e9 dans quelques domaines. Certaines atteintes environnementales par habitant ont diminu\u00e9 depuis 2000, notamment les atteintes \u00e0 la biodiversit\u00e9 et au climat en Suisse ainsi que celles caus\u00e9es \u00e0 l\u2019\u00e9tranger par la consommation suisse. En revanche, les atteintes \u00e0 la biodiversit\u00e9 dues \u00e0 la consommation suisse stagnent depuis 15\u00a0ans (voir <em>graphique 2<\/em>).<\/p>\n<p>La baisse des atteintes \u00e0 l\u2019environnement par habitant et de l\u2019empreinte climatique par franc de demande finale, relev\u00e9e par l\u2019OFS<a href=\"#footnote_3\" id=\"footnote-anchor_3\" class=\"inline-footnote__anchor\">[3]<\/a>, est compens\u00e9e par la croissance d\u00e9mographique et \u00e9conomique. La Suisse enregistre donc des r\u00e9sultats qui restent nettement sup\u00e9rieurs \u00e0 la moyenne mondiale et aux valeurs cibles.<\/p>\n<h2 class=\"text__graphic-title\">Graphique 2: Baisse des Bien qu\u2019une grande partie de la production mondiale transite physiquement par la Suisse, l\u2019or, par exemple, est exclu du calcul, car les volumes \u00e9chang\u00e9s, consid\u00e9rables et tr\u00e8s fluctuants d\u2019une ann\u00e9e sur l\u2019autre, masqueraient les autres \u00e9volutions de l\u2019empreinte<a href=\"#footnote_4\" id=\"footnote-anchor_4\" class=\"inline-footnote__anchor\">[4]<\/a>.<\/p>\n<h2 class=\"text__graphic-title\">Que peuvent faire les entreprises?<\/h2>\n<p>On observe un changement de perspective dans le secteur financier: l\u2019accent n\u2019est plus mis sur les atteintes \u00e0 l\u2019environnement, qui sont g\u00e9n\u00e9ralement mesur\u00e9es en termes d\u2019\u00e9missions de CO<sub>2<\/sub>, mais sur les d\u00e9pendances vis-\u00e0-vis de l\u2019environnement. La disparition de services \u00e9cosyst\u00e9miques, tels que la pollinisation, la disponibilit\u00e9 de l\u2019eau ou la stabilit\u00e9 des sols, est de plus en plus consid\u00e9r\u00e9e comme un risque par le secteur. La Plateforme intergouvernementale scientifique et politique sur la biodiversit\u00e9 et les services \u00e9cosyst\u00e9miques (IPBES) a recens\u00e9 une centaine de mesures permettant aux entreprises de mettre en \u0153uvre les objectifs de biodiversit\u00e9<a href=\"#footnote_5\" id=\"footnote-anchor_5\" class=\"inline-footnote__anchor\">[5]<\/a>. Ces mesures vont de la suppression des subventions nuisibles \u00e0 l\u2019environnement \u00e0 la d\u00e9finition d\u2019indicateurs car, pour suivre les progr\u00e8s, il faut pouvoir \u00e9valuer les probl\u00e8mes.<\/p>\n<p>La tonne d\u2019\u00e9quivalent CO\u2082 reste l\u2019indicateur le plus important, notamment parce qu\u2019elle est facilement mesurable.
